In B5 universe, Earth Alliance was created in 2085 from utter failure of United Nations. Its premise heavily based on 1990s preconceptions of nation-state evolution, such as western nation propagating trade/social globalization (US, Canada, Australia, Japan, Great Britain, Ireland, etc) as its founding members. In addition, Alliance opponents reached its power apex in 2112 when they were elected to government of France.

Premise is somewhat close to the truth since France was a friendly nemesis against US influence on world stage and United Nations, pulled out of NATO military cooperation in mid-1960s, not to mention voted against 2005 European Union constitution.
